Mechanical royalties are collected by a music publishing company on behalf of its clients. But in most cases, the music publishing company will sign a deal with another company such as the Harry Fox Agency (i.e., in the case of the United States), and the Harry Fox Agency will collect the mechanical royalties and pass them on to the music publishing company and finally, the money will be paid to the owner of the music publishing royalties.
