He questioned how one person could make $27,000 monthly, adding up to $270,000 across just ten months. The mayor confirmed he had obtained the salary records and planned to give them to the investigation commission as proof of how top executives drain city resources. A Town House insider accused Matengarufu of working closely with senior officials, including Chisango and assistant town clerk Matthew Marara. The source suggested Matengarufu has clear connections with top officials, raising questions about why he approved payments to Chisango despite his expired contract. President Emmerson Mnangagwa appointed a commission last May to look into corruption and mismanagement at the municipality. This commission has finished its work, and its discoveries and suggestions will go to Mnangagwa for further action. Many witnesses spoke to the Justice Maphios Cheda-led commission, revealing how the city council lost millions through corruption, bad management, and revenue problems. When Matengarufu appeared before the commission, he claimed his life faced danger because he attempted to fix problems within Harare City Council. He said someone poisoned his food twice, apparently as payback for his investigations.
