Over in Ghana, President Mahama framed this as a solidarity move, a way to help out a fellow nation and also hook up tighter with the diaspora.

Hurricane Melissa did a number on a bunch of parishes. The place is still trying to get back to normal, so the extra manpower from Ghana is a big deal for the recovery push. The minister called it proof of a deep partnership, even before the two had official diplomatic relations.
