People who care about the environment are happy with the changes. They think they will help Kenya better manage its land and water. Duale said shutting down the agency is part of a bigger plan. The government wants to use money and people more effectively. The workers and money from the old agency will strengthen other groups. These groups are the Kenya Forest Service, Kenya Forestry Research Institute, and the National Environmental Management Authority. They will work together better to protect Kenya's resources.
