The group suggested better housing and extra pay for teachers who work where needed. Higher salaries, better benefits, and school money for teachers made their list of improvements. They asked the government to make clear rules about how parent groups, religious organizations, and others can help run schools better. The Forum also urged fast action to build more high schools and stop the system where students attend school in shifts.
