Harare City Fails to Recover 3 Million on Refuse Truck Deal

Harare authorities have yet to recover $3 million from a business that failed to deliver garbage trucks promised back in 2017. The municipal government awarded a contract to Mass Breed Investments, operating under FAW Zimbabwe, for the delivery of 30 garbage compactors on May 11, 2017. This agreement totaled $3,095,514 in value. The city officials expected these vehicles to improve waste collection services across the capital.

The Harare City Council engaged the same company again later that year. On September 25, they signed another contract requiring Mass Breed Investments to provide 10 double skip bin trucks. This second agreement amounted to $1,529,999. Both contracts represented significant investments meant to upgrade the city's aging waste management fleet. Unfortunately, the vehicles never materialized despite the substantial financial commitment from public funds.
