Harare council scandal report due any day now

A report on Harare City Council corruption will soon reach the President, possibly leading to many officials facing punishment. The investigation has been looking into city operations since 2017 through a commission led by retired Justice Maphios Cheda. The government established this commission under Proclamation 2 and made it official as Statutory Instrument 91 of 2024.

Sources told Business Times the completed report reveals extensive corruption among councillors and high-ranking officials. These scandals involve millions of dollars and have hurt the city's operations. One insider confirmed the report is finished and just waiting for presentation, with numerous officials flagged for wrongdoing.

The commission found major problems, including financial mishandling and corruption, throughout council operations and housing groups. Investigators discovered Harare councillors gave away more than 5,000 illegal plots before the 2023 elections. Senior staff members were also taking home extremely large paychecks. The probe also showed Harare Quarry had never reported its income since 2018, with millions allegedly stolen.
