Harare Mayor Jacob Mafume picked outside experts to handle the case against city boss Hosea Chisango. The city fired Chisango after he gave a street light job to a banned company. He also tried to keep his job forever without anyone saying yes. The mayor wrote a letter we saw that says Chisango stays fired even though they briefly let him come back before firing him again. The mayor said city leaders cannot fairly judge Chisango because they might play favorites or feel pressure from others. He used his power as mayor to bring in outside help who could listen to both sides fairly. This step ensures no one inside city hall can mess with the case or let politics change what happens. Whatever these outside experts decide will matter a lot for how the city runs next. We asked both the mayor and Chisango what they thought, but neither wanted to talk about it. Other people who work at city hall told us this news is true. Rueben Akili from the residents' group says this has gone on way too long. Chisango still gets paid every month, but nobody runs the city properly. Akili thinks they should make up their minds fast and either bring Chisango back or replace him completely. Precious Shumba from another residents' group says keeping workers on leave with pay costs the city lots of money it cannot waste. Many people living in Harare want all city leaders to quit after a big investigation found lots of bad stuff happening. People feel angry because sewers leak everywhere, water hardly works, trash piles up on streets, lights stay broken, and leaders steal money. The investigation team discovered that city bosses bought fancy cars that cost $300,000 each. The regular workers barely earn enough to live on. Reports show city directors make $12,000 every month, which seems crazy when basic services hardly work. Most city residents cannot understand why these leaders earn such huge money when streets fall apart and water pipes break all around them.
