The Harare City Council wants to make people pay more for water. They say it's to pay back a $144 million loan from the China Exim Bank. But the people who live in Harare aren't happy about it. They feel like they're getting a raw deal. The loan was supposed to fix up the Morton Jaffray Waterworks treatment plant. But there are rumors that only $77 million of the money actually got used for that. Nobody knows what happened to the rest of the cash. It's all a bit shady. The Community Water Alliance is pretty peeved about how the City of Harare is handling water stuff. They don't like that the city is making choices without talking to the people first. Hardlife Mudzingwa, the guy in charge of the Community Water Alliance, says they won't let the people pay back a loan when nobody knows where the money went. The people of Harare are fed up. They're tired of getting stuck with the bill for the city's money messes. They want the city to be straight with them about where the money's going. It's only fair, right? Zimbabwe owes China a lot of money already. According to the Finance Minister, Mthuli Ncube, we're talking about $2.7 billion. That's a lot of zeroes. It makes you wonder how they're going to pay all that back. At least the Zimbabwe Multi-donor Trust Fund chipped in another $29.65 million to help fix up the water and sewage systems in Harare and other cities. Every little bit helps, I guess.
