Federal law gives that office responsibility for annual international visitation goals and the value of travel and tourism commerce, then requires recommendations, timelines, agency-needs assessments, and regular consultation with public and private players. It is a coordination job as much as a promotion job. The law also reaches domestic travel. The Assistant Secretary is supposed to support the domestic tourism industry, improve coordination among federal agencies, help identify barriers to tourism growth, and collect aggregate data on domestic travel trends when funding is available. So the office is not just there to run ads aimed at overseas travelers. A separate requirement pushes Commerce to think beyond the next season. At least once every ten years, the department must develop a national travel and tourism strategy in consultation with the Travel and Tourism Advisory Board, the Tourism Policy Council, the State Department, and Homeland Security. The strategy has to set visitor and commerce goals, identify resources, and flag legal or regulatory changes that may be needed. [HEADING=2]Several bodies do different jobs around the same table[/HEADING] The National Travel and Tourism Office is where much of the practical federal work happens. NTTO sits inside the International Trade Administration's Industry and Analysis unit, produces official travel statistics, handles policy and strategy work, and acts as the federal government's liaison to Brand USA. It also serves as secretariat for the Tourism Policy Council. The Tourism Policy Council handles the cross-agency side. Commerce chairs it, while agencies such as State, Homeland Security, Interior, Labor, Transportation, and the Office of Management and Budget are part of the statutory setup. Travel policy touches visas, borders, transport, parks, labor, trade, and security, so no single tourism office can control the whole thing. The Travel and Tourism Advisory Board comes from the industry-facing side. Its members are appointed by the Commerce Secretary and represent different parts of travel and tourism. The board advises Commerce on government programs, emerging problems, and industry conditions, but it does not replace federal agencies or make law. Brand USA has a different lane again. It is the nonprofit Corporation for Travel Promotion, created under the Travel Promotion Act of 2009 to market the United States internationally and communicate entry information. Commerce oversees key parts of the relationship, while NTTO manages the department's Brand USA responsibilities. The broader point is useful here. Promotion, measurement, policy, and border access sit in different hands because attracting visitors is not a one-button job. Commerce still describes NTTO as part of Industry and Analysis, and recent budget material has continued to discuss funding for fuller implementation of the Visit America Act. The legal framework is clearer than the administrative build-out. This distinction matters when Congress adds a new tourism priority. Lawmakers do not need to invent a separate music-tourism agency, sports-tourism office, or rural-travel department every time they want federal attention on a category. They can amend the Assistant Secretary's duties and reporting requirements while using the existing council, advisory board, data office, and national strategy structure. Brand USA can then handle destination marketing within its own mandate, NTTO can supply data and policy support, the Tourism Policy Council can coordinate federal agencies, and the advisory board can bring in industry concerns. None of those bodies does everything. The whole setup works by dividing jobs that are easy to blur together when people simply say the government is "promoting tourism." The Visit America Act therefore matters less as a slogan than as plumbing. It gives later tourism measures somewhere to go, names the officials and groups that are supposed to talk to each other, and ties promotion to goals, data, reporting, and long-range planning.
