You can keep things like kick drums, snare drums, hi-hats, cymbals, toms, shakers, percussion e.t.c. playing on C5 which is middle C in FL Studio by default.
But when you are using drum samples for melodic purposes e.g. as a bassline then you would want to tune 808 kicks so that they don't sound out of pitch with the rest of the music.

Yes, but that's more like a creative approach which is fine for hi-hats and other stuff although tuning all drum samples will definitely make everything sound cohesive with the music altogether.
It's all a matter of choice and if it sounds good, it sounds good. There no need to follow rules all the time.
