Uganda Justice Minister Norbert Mao blasted the reported torture of Eddie Mutwe, who works as opposition leader Bobi Wine's bodyguard. Armed men in plain clothes grabbed Mutwe on April 27 in Mbalwa, Mukono District. Nobody knew where he was until May 2 when he showed up in court barely able to walk. Photos revealed his shaved head along with marks showing he had been hurt badly.

Mao said the Justice Ministry finished a Human Rights plan that will soon be sent to the Cabinet. The government will also start a free phone number for people to report abuse. Mao urged all officials to honor their promises to protect the Constitution as the election season heats up.
