Rwanda says 16 of its people died from shelling. DR Congo vowed a strong response to the M23, which it calls Rwanda's "puppet."

M23 wants to install a new government in Goma, take more areas, and oust Congo's leader.

On Monday, M23 declared a ceasefire to focus on holding Goma. The situation remains tense in the region.
