Kahiga Tells Ruto to Ease Up on Cabinet Shakeups

Council of Governors Vice-Chair Mutahi Kahiga asked President William Ruto to slow down on government reshuffles. He wants Health Cabinet Secretary Aden Duale to have time to adapt to his role. Kahiga believes frequent leadership changes hurt Universal Health Coverage's progress. The Nyeri Governor spoke after a four-hour meeting between governors and Duale. He said the health program sits at a critical implementation stage requiring stability.

Duale promised county leaders better cooperation despite health being a devolved function. He identified communication gaps between national and county governments. The cabinet secretary called for improved synergy between both levels to implement health coverage goals fully. President Ruto has repeatedly reshuffled his cabinet since first doing so in July 2024. Duale has already served in the Defense and Environment ministries before his current health position.

Duale became the third health secretary under the Ruto administration. Susan Nakhumicha served longest in that role before him. Debora Barasa previously held the position but moved to the Environment department. These continuous changes concern local leaders, who fear disrupted policy implementation and worry about maintaining momentum on health reforms with revolving leadership.
