The government of Kenya wants to make new rules for people who own guns. They might have to take a special test every year to make sure they are okay to have a gun. They might also need to buy special insurance in case their gun goes off by accident. Some important people talked about these new ideas at a big meeting in Naivasha. They are worried because there have been times when people with guns have hurt others, sometimes by mistake and sometimes on purpose. Lots of different government workers came to the meeting. They were from places like the police, the prisons, and the immigration office. They all work together to keep everyone in Kenya safe. A man named Eliud Owalo had an important job. He worked in the president's office. At the meeting, he told everyone that they needed to let people know about all the good things the government is doing. He said that the local chiefs should be able to name at least five helpful programs in their area. Owalo thinks that if people understand how the government is helping, they will trust the government more. He said that the chiefs and other workers are the best ones to explain this, not the politicians. There is a special group in the president's office that keeps an eye on all the projects the government does. Owalo wants the government workers to be really involved. When the president comes to visit, he wants them to be the ones to show him the projects, not the politicians who might just want to look good. Owalo also said that people should only start projects for which they have money. That way, they won't be disappointed later. The big boss of the meeting was a man named Murkomen. He liked that the president made a new rule. In some parts of Kenya, near the edges, people used to have to go through extra steps to get an ID card, but now they don't have to. Murkomen explained that there is a new thing called a Maisha Number. It's like an ID number that everyone will get when they are born. With this number, the government will know all about you and your family. So they won't need to ask you a bunch of questions anymore when you want an ID card. The meeting had a lot of other important people too. They all came together to talk about ways to make life better and safer for everyone in Kenya.
