Nobody asked the national police commissioner for permission to do this sneaky move. Mkhwanazi never got any warning about what was coming. These stolen case files have been collecting dust at headquarters since March. Nobody has done any investigation work on them for months. Five files actually had orders to arrest the bad guys but nothing happened. All the evidence just sits in Sibiya's Pretoria office doing nothing.
