Franklin Otieno Mokaya wants IEBC to split Bobasi into two areas. This lawyer asked the courts to make IEBC create Bobasi Borabu and Bobasi Chache from the current big area. He says people there need better help from leaders who can focus on smaller places. The case names many big officials as targets—IEBC leaders, both Parliament speakers, the main government lawyer, and MP Richard Onyonka. Mokaya claims Bobasi missed its chance to split when other places divided. Back in 2013, nearby spots like Bomachoge and Kitutu Chache broke into smaller pieces. Bobasi stayed one big chunk despite having lots more people crammed inside it. The area covers Nyamache and Sameta, smaller regions with eight local sections. He believes this kept money and services from reaching everyone fairly. The law says IEBC must check all voting areas every eight to twelve years. These checks should finish at least one year before any big election happens. March 2024 was the last day for the second review to happen. Nothing changed by that date. Mokaya worries this might hurt plans for voting in 2027. He asked the court to make IEBC fix Bobasi fast before more time passes. His papers ask Chief Justice Martha Koome to pick at least three judges who can hear this case together. Mokaya thinks this matter touches basic rights from our main laws. He argues that people from Bobasi cannot access fair shares of public cash through the special funds given to each voting area. The system keeps their voices quieter than in places with fewer voters but more small sections to speak up.
