Anti-corruption officers found that Ndongwe had asked his office for the same travel money. School staff met Chabaya at a turn-off to hand over $525 in cash. When asked for gas receipts later, the men bought fake ones from a service station. They put a school program name on the papers instead of their names. Officers arrested both men soon after.
