"This wastes taxpayers' money. Instead of bringing water to more villages, we have to fix damaged pipes. This must stop," he warned.

Tayebwa said some people opposed his efforts to have the National Water and Sewerage Corporation (NWSC) manage the area's water. He linked the current pipe-cutting to political opponents.

Making crude waragi requires a lot of water, which makes water pipes a common target for illegal brewers. Authorities have promised to stop this practice to protect public property.
