Every household should create wealth or work for someone who does. The Parish Development Model gives 100 million shillings to each parish but urban areas need more funding. Local ghetto leaders thanked Museveni for supporting 12 community groups around Kampala. They formed the Nansana Patriotic Movement to campaign for NRM candidates.
