The ID office wanted to hire 13,787 helpers for this big job, but by December last year, they had only hired 25 people! Many people—11,595 of them—passed their job tests but still wait for letters saying they can start work. And 2,192 jobs have nobody to do them at all.
Ugandans who live in other countries face even bigger problems. The ID makers have no clear plan to help these people get IDs. Without new IDs, these Ugandans might not be able to vote in the next big vote.
