The head of a key group in Lugazi says young people cannot sign up to vote. Davis Wanyama leads the National Unity Platform in the town. He tells of chiefs who block papers needed by the young.

These papers must come from village chiefs. Young people need them before they can register as voters, but chiefs in some parts keep the papers back, Wanyama said.

"This stops young people from having their say," he told news people. "We need the group that runs the vote to make sure all can join."

The areas with the most trouble are Kikawula and Nakazade. Many people in these places support Wanyama's group.

Zam Nakazi runs the sign-up work in Kikawula. She does not agree with Wanyama. "Many young people come here to sign up," she said. "No one misses out on papers."

The National Unity Platform wants this checked. They say the right to vote must stay safe. Wanyama said his group would keep watch on the matter.

The news comes as more people want to add their names to vote lists. It points to deep splits about who can take part in picking leaders.
