A lawyer named Easu Mandipa chimed in too, pointing out that owners are legally required to keep animals fenced and off public roads, and drivers who get hit can sue for repairs or medical bills if they can show the owner slacked on containment.

Apparently, there used to be protective fencing along nearby highway stretches, but locals and poachers stripped much of it over the years for snare-making, so the road's basically wide open to more of this happening again.
