Kabandana earned promotion to lieutenant general in 2022 after leading successful military operations in Mozambique against Islamist militants. He restored government control over Palma and Mocimboa da Praia territories previously held by armed groups. The general served as special forces commander, defense attaché in Washington, and head of the Rwanda Peace Academy during his career. Ambassador Mathilde Mukantabana called him a trusted partner with diplomatic skills. Kabandana leaves behind his wife, Sabine, and four children named Monia, Brave, Brandon, and Noria.
