Before this recent removal, President Ruto had appointed Owaka as Secretary of Governance and named him among his advisors. In a separate decision, the President terminated Kiema Mwandia's position on the Tanathi Water Works Development Agency Board. Mwandia, a strong supporter of the United Democratic Alliance party, had been instrumental in the party's campaign efforts during the 2022 elections.
