"People trust us to make peace and help them grow. We must not let them down. They look to us," Mnangagwa told other leaders.

Rwanda's Paul Kagame joined the talks. Some say he helps the M23 rebels, who fight in Congo. These rebels killed 16 peace troops two weeks past.

The war pushed more than 400,000 Congo people from their homes since the year began. They left to find safe places as fights went on.
