Army officials blame the United Arab Emirates for providing sophisticated drone technology to rebel groups. The UAE denies supplying weapons despite evidence of supporting the Rapid Support Forces. Dagalo made deals with southern rebel commanders to open supply routes near Ethiopia's border.
