He led operations at Orascom Telecom Algeria as chief executive officer between 2008 and 2013.

El Mahdi holds graduate degrees in international business administration, project management, and electrical engineering from institutions in the United States and the Netherlands. The government of Egypt appointed him to the board of directors in March 2025 as its representative. He managed telecommunications infrastructure projects for AT&T early in his career across North Africa before advancing to executive roles.
