According to state media reports, the president of the Democratic Republic of Congo will not attend a regional meeting about the rebel assault on Goma city.

Kenya's President William Ruto invited Felix Tshisekedi and Rwanda's Paul Kagame to talks on Wednesday. Goma has seen heavy fighting and bodies in the streets.

Rwanda is accused of supporting the M23 rebels who have taken over much of Goma, including the airport. Rwanda denies giving the rebels direct military aid.

Kagame has not said if he will attend the virtual meeting, but he backed a ceasefire after talks with US Secretary of State Marco Rubio on Tuesday.

Goma was mostly quiet on Wednesday, with only occasional gunfire heard. Residents left safe areas to find food, which is running low after days of combat.

Hospitals are overwhelmed with casualties from clashes between M23 and the army and its allies, the UN says. Aid agencies report looted food and medical supply warehouses.

Electricity, water and internet have been cut since the rebel offensive started. Protesters angry about the attack targeted foreign embassies in the capital, Kinshasa.

At least 10 embassies were damaged and looted. Demonstrators want the global community to step in and stop the rebel assault on Goma.
