Money from the central government changes how local groups work. These funds transform communities across the region. Last year, drought stopped these payments, causing concern among local leaders. Joshua Muzamba from Binga Rural District Council praises the new registry offices being built nearby. Before, people traveled all the way to Lupane or Hwange just for basic papers. Local problems find faster answers when offices exist right in your district. Both Muzamba and Patson Mlilo from Bubi worry about late money transfers hurting services. They asked Minister Moyo to help them pay bills for work already finished. Local governments want larger chunks of money at once to plan better.
