Doctors pronounced him dead there. His death shocked Uganda's security sector. Oluka's family said he had a heart condition. Oluka became ISO's leader in October 2020. He brought reforms to make ISO more professional. He wanted to improve public trust in ISO. Oluka was from Teso. His wife, Harriet Akisa, survives him.
