The report exposes alarming knowledge deficits among research professionals themselves—57% remain unfamiliar with Uganda's research clearance process, and an astonishing 66% cannot manage projects effectively. Digital infrastructure meant to support scientific advancement exists as a fractured patchwork, preventing researchers from efficiently sharing, storing, or disseminating vital data. This technological fragmentation further hampers collaboration and innovation across disciplines. Perhaps most outrageously, the UNCST appears to have abandoned its regulatory mission entirely in favor of questionable business ventures. In May 2022, the Council spent Shs148.2 billion purchasing 214 pieces of construction equipment allegedly for rental purposes. Today, 105 of these machines, valued at Shs72.45 billion, sit rusting in parking yards across Lyantonde, Namanve, and Rwebitete—a monument to financial mismanagement.
