Uganda wants to build a permanent embassy in Moscow and asked Russia for help finding land or property. Russia has supported Uganda since independence through education, health, defense and nuclear energy programs. More than 2,000 Ugandans have studied in Russia on scholarships over 30 years. Trade between the countries reached about 26 million dollars in 2023.

The two countries plan to sign new agreements on health, labor and science cooperation. Uganda wants to negotiate a deal that lets skilled Ugandan workers find jobs in Russia. This would help Uganda expand beyond Gulf region labor markets. Uganda also applied for full membership in the BRICS group. Lavrov praised Uganda's leadership role and supported its BRICS application.
