A person named Andy Barr, who helps make rules in America, feels upset about how his country spends money in Uganda. He learned that America gave lots of money, about 20 billion Ugandan shillings, to change what people in Uganda think about LGBT people. Andy Barr talked to other important people yesterday about this money. He said Uganda helps America fight bad people called Al-Shabaab in Somalia. But America made things hard for Uganda because Uganda made a law that LGBT people did not like. America did many things to show it was unhappy with Uganda. It stopped letting Uganda sell things easily to America, refused to let some people from Uganda visit America, and even told a big bank to stop giving money to Uganda. Andy Barr found out something interesting. America still gives money to help LGBT people in Uganda stand up against the new law. They want to teach LGBT people about money and business. Andy Barr thinks America should not tell Uganda what to do with its own rules. He worries that Uganda might become better friends with China instead of America. China said it would give money to build a big oil pipe in Uganda. Other countries won't help build it because they don't like Uganda's new law about LGBT people. Andy Barr said something else made him worried. When leaders from Africa came to talk to America's most important person about working together to stop China from becoming strong, America wanted to talk about different things. Instead, they talked about the weather changing and LGBT people. Some people think America cares more about these things than being friends with countries in Africa. Uganda's leader, Mr. Museveni, says his country will make its own choices about what it thinks is right and wrong. He does not want other countries telling Uganda what to do.
