Wellington Mutisi, national commissar for Varakashi 4ED and a figure linked to ZANU PF leadership, is facing renewed fraud allegations after reportedly selling a Masvingo Rural District Council accountant a residential stand that did not exist. Auxillia Tadzingwa claims she paid US$6,150 in May 2014 for a 580-square-meter plot in Victoria Ranch through Mutisi’s company, Noah’s Areka Housing Development.

Tadzingwa only discovered the fraud after paying a US$213 consortium fee to Masvingo RDC and finding someone already building on the property. When she sought clarification, she was redirected to Mutisi, who then demanded an additional US$1,500 to allocate a new stand. She instead requested a refund. Though Mutisi agreed in writing in January 2023 to repay her in monthly installments, he has returned only US$100 to date.

Separately, police are pursuing Mutisi for allegedly defrauding Liliosa Jakaza of US$1,700 by falsely promising nursing placements at Silveira Mission Hospital in Bikita. One alleged accomplice, Thomas Wasosa, has been arrested and remanded. Investigators report difficulties locating Mutisi, and Tadzingwa’s attorney has so far found no assets to attach in recovery efforts.
