What's the meaning behind the rhetoric of investment banks raising capital for firms?

Why can't firms do it themselves and wouldn't that be cost effective?

Capital simply means money, so if a company wants to be listed on the stock exchange that's where an investment bank often comes into play because they are very experienced in the field of initial public offerings. The purpose of selling shares to the public for the first time means the company will get that money and use it for business operations.
