One busted certificate and a missing permit just grounded an entire fleet in Harare. The Ministry of Transport and Infrastructural Development pulled the operating licence for every omnibus under Blessing Matimbe after a crash at Willowvale Road and Nyandoro Road left three dead and ten badly hurt. Minister Felix Mhona confirmed the move after investigators found a pile of violations tied to the wreck. The bus, plated AGL0921, had no valid Certificate of Fitness and no proper Route Permit, breaking Sections 7(1)(b)(iv) and 12 of the Road Motor Transportation Act. On top of that, the driver didn't meet standards under the Road Traffic Act and Statutory Instrument 168 of 2006. Mhona called it a serious violation of licence terms, and the Commissioner of Road Motor Transportation shut down every Matimbe-owned bus on Ministry-approved routes, citing Section 17(b)(i) of the same Act. The ban holds until fixes get made under national law. Mhona is also warning other operators that ignoring licence rules or safety standards could cost them their permits, and he wants law enforcement staying sharp to keep commuters safe.
