The Norton position opened up on December 13, 2024. Election officials printed 2,850 ballot papers for Chegutu Rural District Council voting. They made 2,550 ballots for Norton Town Council voting. These ballot numbers include extra papers just in case—about 6.74 percent more for Chegutu and 7.45 percent extra for Norton. Three people want the Norton Town Council spot: independents Walter Munyeveri and Tanatswa Paradzayi and ZANU PF member Tsomondo Charamba. They signed up during nominations on February 6 this year. Three candidates also compete for the Chegutu Rural District Council seat. These include ZANU PF member Mahwinei Makofi, along with independents Stabile Murombedzi and Tawanda Sibanda. Ambassador Kiwa says they hired and trained all needed election staff, including ward officers, deputy ward officers, presiding officers, and polling helpers. The government set aside ZiG12 million to pay for these two special elections. Both races fill empty seats on local councils through direct voting by residents.
