Matengarufu, the Human Capital Director, sent a memo to all council workers about his concerns. He also shared thoughts in the Shona language about leaders trying to silence staff who speak up about problems. Mr. Tafirenyika said he opposes what he calls efforts to scare workers into silence. He urged managers to think more clearly about the situation and stressed that workers mainly want fair pay for their efforts.
