Borno Governor Babagana Zulum ordered security forces to arrest Bukar Modu after a video showed him allegedly abusing a child named Bashir Gaji. Officers caught Modu Saturday night in the Umarari area of Maiduguri following widespread anger about the viral footage on social media.
