Permanent Secretary Ramadhan Ggoobi from the Finance Ministry detailed how the massive expenditure targets security enhancement, infrastructure expansion, and workforce development. The allocation encompasses 2.2 trillion shillings for employee wages, 4.4 trillion for operational expenses, and 692 billion for development initiatives. External financing contributes 2.7 trillion shillings while debt management and treasury functions consume 6.9 trillion shillings.
