Kyagulanyi blamed legal professionals for creating restrictive legislation and pursuing politically motivated prosecutions against critics. He warned that constitutional breakdown would eventually threaten even those currently benefiting from the system. The leader urged lawyers to resist lawlessness and defend democratic values.
