Clean toilets are required for licences

Beginning next year, business licenses from local authorities will require premises to maintain clean toilets meeting minimum hygiene standards. The Housing and Local Government Minister, Nga Kor Ming, announced this phased guideline, explaining it would start with City Councils in 2026, followed by Municipal and District Councils. He stated that the policy aims to establish the BMW, or clean, attractive, and fragrant, toilet standard as a national norm. This initiative is also intended to enhance the public service image and user experience ahead of Visit Malaysia Year 2026.

Minister Nga added that the new rules set a revised facility ratio, mandating a minimum of one male and two female toilets in business and public buildings. He cited scientific findings from Japan to justify the change, noting that women generally require more time in restrooms. The announcement was made during the KPKT Best Toilet Award 2025 ceremony, where he also reported a record 744 award submissions. Winners in eight categories, including Masjid Tepian Putra and NU Hotel, each received RM20,000. The government has allocated RM180 million over three years for nationwide public toilet upgrades.
