"Our universities face staff losses because of low pay," Shava told leaders of state colleges. President Mnangagwa approved moves to match regional salary levels, pending talks with finance officials.
The changes include housing and other perks beyond basic pay. Shava said these steps could help keep skilled teachers at local schools.
The minister praised past work on Heritage-based Education 5.0, a program started by former minister Amon Murwira. He called education the key to making Zimbabwe a knowledge-based society.
Shava added that schools must also focus on business skills. President Mnangagwa named 2025 "a year of commercialization" for college innovations. This push needs marketing experts to turn ideas into products.
"We want more goods on the market," Shava said. "Schools can boost the economy through business projects."
The government built innovation centers and farm parks at colleges, but Shava worries that new products reach markets slowly. He urged schools to speed up their business efforts.
