Harare IT boss Samson Madzokere rakes in cash at home as city bleeds millions

Harare City Council keeps paying IT Manager Samson Madzokere his complete salary package while he stays home for 27 months. The local authority drags its feet on labor disputes because of internal fighting among officials. Six other suspended directors previously collected full paychecks for three years while corruption accusations hung over their heads. Madzokere continues receiving fuel allowances, data payments, and holiday benefits without providing any work since April 2023. The council maintains this expensive arrangement while ratepayers foot the bill for both suspended employees and their temporary replacements.

Councillor George Mujajati admits the IT manager remains on leave with no resolution in sight. Acting human resources director Jabulani Duve claims external lawyers handle the case, causing lengthy delays. The suspension stems from Madzokere's failure to secure an effective Enterprise Resource Planning system for the council. Officials also accused him of pushing a costly $51 million ERP system despite cheaper alternatives being available. The city has lost approximately $500 million since 2019 due to the lack of a proper ERP system.

Senior managers can afford top legal representation, making dismissals nearly impossible according to insiders. Harare residents express outrage over the wasteful suspension practices that burden taxpayers with duplicate salaries. Precious Shumba from Harare Residents Trust describes the council as a crime scene where officials exploit loopholes to drain resources. The suspended town clerk Engineer Hosiah Chisango has already collected $180,000 during his six-month suspension period.
