KICD CEO Charles Ongondo disputes Sh540 million loss in Kenya textbook audit

The Kenya Institute of Curriculum Development rejected allegations of mishandling Sh540 million after an audit report revealed potential financial losses. CEO Charles Ong'ondo stated that inaccurate data within the National Education Management Information System caused apparent discrepancies during textbook distribution. The executive maintained that every shilling remained accounted for despite concerns raised by investigators. KICD plans to submit a comprehensive parliamentary response addressing the audit findings. Ong'ondo emphasized that all distributed materials aligned with approved educational standards.

Auditor General Nancy Gathungu examined financial years 2020-21 through 2023-24 and discovered implementation problems. The Ministry of Education disbursed Sh27.8 billion while KICD acknowledged receiving Sh28.2 billion, creating an unexplained Sh378 million difference. Schools received excess textbooks valued at Sh90.8 million beyond enrollment requirements. Other institutions faced material shortages worth Sh295 million. Some facilities received books for unavailable subjects, representing Sh30.3 million in misallocated resources, while delivery delays extended up to 37 months across multiple locations.
