M23 warns DRC to release 700 prisoners or talks in Doha will collapse

The M23 rebel group demands that authorities release more than 700 detained individuals before resuming peace talks with the government of the Democratic Republic of the Congo. Benjamin Mbonimpa delivered this ultimatum during a Friday press conference held in Goma, the capital of North Kivu Province, which M23 forces have controlled since January. The group refuses to withdraw from territories under its command while negotiations continue. Mbonimpa warned that M23 would abandon the Doha discussions if Kinshasa fails to free prisoners by July 27. He described the August 18 peace deadline as largely symbolic rather than realistic.

Qatar-mediated discussions between the warring parties resulted in a declaration of principles on July 19, establishing negotiation frameworks. Government spokesperson Patrick Muyaya characterized the current situation as the most delicate phase leading toward peaceful resolution. The United Nations reports that 27.8 million Congolese citizens experience food insecurity amid ongoing violence. Displacement affects over 7 million people internally, with many forced to relocate multiple times. The humanitarian crisis deepens as political solutions remain elusive despite international mediation efforts.
