Malaysia bars foreigners from hawker permits, vows crackdown on license abuse

Malaysian local authorities maintain strict restrictions against foreign nationals obtaining hawker permits and small business licenses. Housing Minister Nga Kor Ming confirmed this established practice during parliamentary discussions yesterday. The policy stems from existing hawker regulations and commercial bylaws that protect Malaysian business opportunities. Opposition member Mohd Hasnizan Harun had questioned the government about foreign participation in retail sectors. These rules ensure local entrepreneurs receive priority access to subsidized commercial spaces.

The minister emphasized that foreign workers cannot assist hawkers or operate small trading businesses within municipal areas. Government policy prioritizes Malaysian citizens for these economic opportunities at reduced rental costs. Nga referenced traditional wisdom about misplaced generosity toward outsiders while neglecting local needs. However, foreigners may work in other licensed establishments if they hold proper employment documentation. Authorities promise severe penalties for license violations through seizures, fines, closures, and permit cancellations.
