ANC secretary-general Fikile Mbalula has confirmed that national executive committee member Malusi Gigaba must withdraw from party responsibilities following his court appearance on corruption allegations connected to the Transnet locomotive procurement scandal. Gigaba appeared alongside former Transnet executives Brian Molefe, Siyabonga Gama, Anoj Singh, and Thamsanqa Jiyane at the Palm Ridge Specialised Commercial Crime Court, facing accusations of irregular tender processes for locomotive contracts valued in billions. Mbalula stated that Gigaba will comply voluntarily with the step-aside policy, which requires members facing serious criminal charges to temporarily relinquish organizational positions.
The charges relate to three locomotive procurement deals executed between 2010 and 2014 during Gigaba's tenure as Minister of Public Enterprises. Investigators allege that tender regulations were circumvented in awarding contracts for 95, 100, and 1,064 locomotives, contributing to financial losses exceeding 50 billion rand.
The matter has been postponed until January 2026 for additional preparation.
