Museveni Calls the Shots on Review Commission

Justice Minister Norbert Mao told lawmakers that President Museveni must decide on the Constitutional Review Commission. He shared this during his April 8 appearance before Parliament to discuss next year's budget. The ministry wants the Uganda Law Reform Commission to handle constitutional proposals as a money-saving option. No final choice has happened because they need approval from top leadership. Mao explained that they received only part of their budget, which went unused because the president never gave permission.

The money went back to government accounts since nobody made decisions about forming the commission. MP Wilfred Niwagaba asked if Ugandans should give up hope for promised reforms. During the same meeting, Mao announced Attorney General Kiryowa Kiwanuka won 285 court cases between July 2024 and April 2025. These victories saved taxpayers 379.9 billion shillings. The government lost 108 cases, costing 76 billion shillings.

Mao asked lawmakers to raise pay for state attorneys who saved trillions in previous cases. He compared their work to funding three years of the Parish Development Model. Lawmakers questioned why thousands of other legal cases went unmentioned in reports. They also raised concerns about staff leaving for better-paying judiciary jobs. MP Anna Adeke asked about helping Ugandans stuck in foreign prisons after a recent prisoner exchange with the UK.
